Legislation governing the protection of dogs has not been harmonised at European level, and the matter comes under the sole responsibility of the Member States.
In November 2010, the Council of the European Union asked the Commission to perform studies on the welfare of dogs and cats, in particular as regards the level playing field of economic operators concerned.
The Commission is presently preparing a second EU strategy for the protection and welfare of animals 2011‑15. In this framework and with due consideration of the Council conclusions, the Commission will explore the possible initiatives to be taken on the welfare of dogs.
