The Council is aware of the European Parliament recommendation to the Council on the 66th session of the United Nations General Assembly. On 12 April 2011, the Chairman of the European Parliament Working Group on EU‑UN relations and rapporteur of the European Parliament recommendation, Mr Alexander Graf Lambsdorff, presented his draft report at a meeting of a Council preparatory body.

The EU continues to promote reform of the UN and of its main bodies and organs, including the revitalisation of the General Assembly and the comprehensive reform of the Security Council, with the aim of enhancing the efficiency, effectiveness, transparency, accountability and representativeness of the system. Regarding the specific proposal to create a United Nations Parliamentary Assembly, the Council does not have a position on this matter.
