 Subject:  Construction of a port terminal in Cadiz

In January 2014 Magdalena Álvarez Arza, Vice-President of the European Investment Bank, resigned following allegations of corruption in the ERE case. A complaint which a citizens’ action group had lodged with the EIB on 27 December 2011 and which was subsequently dealt with by the EIB Complaints Office cast doubt on the role that she had played when EUR 60 million was granted to finance a new container terminal in Cadiz. Ms Álvarez Arza, representing the EIB, signed the financing agreement for the new port terminal.

1. What were the findings of the EIB inquiry, and was the Commission or OLAF informed about the complaint and the outcome?

2. What role did Ms Álvarez Arza play in the authorisation and negotiation of a financing agreement with the Cadiz Bay Port Authority? What did the agreement say, and what funds have been granted by the EIB and the Commission for the construction of the port terminal, the building of the bridge in Cadiz, and links connecting it with industrial estates in and around Cadiz? In what phases are the individual projects to be completed?

3. Case OF/2014/0255/01 relates to allegations of trading in influence concerning state aid procedure SA.36953 (2013/N) — Spain. Did trading in influence actually occur? What other steps is the Commission taking?
