Question for written answer P-006924-16
to the Commission
Rule 130
Tomasz Piotr Poręba (ECR)

Subject:  Kronospan factory in Mielec and industrial emissions
 Answer in writing

According to local residents, Kronospan, a manufacturer of wood-based panels based in Mielec, is pumping large quantities of dust and gas into the air. Kronospan does not systematically monitor the volume of harmful substances it emits, and the factory is not subject to regular emissions checks. Very occasionally, the city of Mielec carries out unannounced inspections, but the general feeling among residents is that the inspections make no difference to the situation, nor do they lead to a reduction in the volume of emissions.

In the few years since it began operating, Kronospan has created controversy not only in Poland, but across the world. The company has, on a number of occasions, been given hefty fines in the UK for seriously polluting the environment and for failing to comply with environmental laws. Its activities have also sparked protests in other Polish towns, in Romania and in Russia.

The city of Mielec is often engulfed in a thick smog, the houses and streets are covered in dust, residents’ lives are put on hold and dangerous diseases are rife.

Residents are calling for steps to be taken to reduce gas and dust emissions and to stop the factory from contaminating surface waters.

1. Can the Commission order Kronospan factories to undergo environmental audits?2. Is the Commission assessing how great a threat Kronospan’s emissions are to Mielec residents?3. Is the Commission investigating whether Kronospan is violating EU environmental directives and regulations?
