In September 2018, President Juncker will deliver his State of the European Union address (SOTEU), a crucial assessment for the last year of this Commission’s mandate.
Having closely followed the previous speeches, we have noticed that no references have been included to the situation of the 50 million European citizens belonging to autochthonous national minorities.
We strongly believe that, while discrimination against citizens belonging to autochthonous national minority communities has unfortunately not yet been eradicated in the EU, they too are equal citizens who deserve to be directly addressed, and to hear a clear message on this vital subject that falls under both national and EU responsibility, in line with Article 2 of the Treaty on European Union.
1. Does the Commission consider that the SOTEU 2018 should explicitly touch upon the subject of combating discrimination against autochthonous and national minorities?
2. Which measures does the Commission intend to adopt in order to enhance its cooperation with the Council of Europe on the issue of the non-discriminatory treatment and protection of the rights of people belonging to autochthonous minorities?
3. When does the Commission consider that the EU Agency for Fundamental Rights will be able, on an institutional basis, to organise and carry out monitoring of discrimination against citizens belonging to national minorities in Member States?
