 Subject:  Social Inclusion and Employment Operational Programme (POISE) II

On 8 June 2018 this Member tabled Written Question P-003119-18, asking how much POISE funding was granted by the Commission for Citizenship and Gender Equality (CIG) in Portugal, and to which persons or entities when and for what purposes, information required under the principle of transparency and good accounting expressly provided for in Article 3 of Decree-Law No 137/2014 and in Regulation (EU) No 1303/2013.

EU resources may not be used to promote certain political parties to the detriment of others.

The example was given of the CIG’s allocating EUR 73 000 to the ‘Capazes’ association for the promotion of activities in socialist municipalities in Alentejo in which only Members of BE and PS were involved, with all other parties — which hold different views on the relevant topics — excluded.

The response (P-003119/2018 (ASW)) failed to address the issues raised and does not allow for transparency in the assessment of the use of these EU funds, as required by the applicable laws and regulations.

Given that one of the Commission’s duties as defender of the general interests of citizens is to improve the public perception of transparency in the use of European funds, what has been done to vet the use of these funds by the CIG?

What was the amount allocated to the CIG during the implementation of the programme? To which persons or entities was it allocated, and when and for what purposes?
