to the Council
Rule 130

Subject:  The rise of neo-fascist violence in Europe
 Answer in writing

Neo-fascist, neo-Nazi, racist and xenophobic groups and organisations are on the rise across Europe, spreading hate speech, taking people’s lives, and inciting their supporters to use violence and harassment against alleged enemies. These groups often operate with impunity in the Member States.

For the sake of safeguarding democracy and human rights, particularly with regard to persons belonging to minorities:

Has the Council initiated action, or does it plan to initiate any, to safeguard the compliance of its members with the provisions of the Council Framework Decision 2008/913/JHA?
Beyond the provisions of this decision, does the Council plan to initiate action within its powers to counter groups and organisations spreading hate speech and inciting violence in public spaces and online in Europe?
