Directive 2002/49/EC requires Member States to take action to reduce noise.
In accordance with Article 9(6) of Regulation No 1303/2013 of 17 December 2013, Poland is obliged to preserve and protect the natural environment and promote resource efficiency.
A study by the Directorate-General for Regional Policy (WP 01/2016) highlights the importance of access to green areas within a 10-minute walk and underlines the desire to achieve one of the sustainable development goals.
- 1.How does the Commission view the fact that the selected bypass variant includes a three-lane express road on an embankment in the centre of the Wesoła district of Warsaw, in the middle of the only public and generally accessible compact green area in the district, in the vicinity of numerous schools, public institutions and water catchments for more than 10 000 inhabitants of Warsaw-Wesoła and Sulejówek, which is contrary to Directive 2000/60/EC of 23 October 2000 laying down a requirement to protect drinking water sources?
- 2.Can an investment which is illegal under EU law and does not have social acceptance be co-financed from EU funds despite the fact that it is not in line with the requirements laid down for the Cohesion Fund (Article 4 of Regulation No 1300/2013 of 17 December 2013) because the variant chosen is environmentally and socially inappropriate?
