 Subject: Deforestation in Colombia

Last May, the Colombian Government announced in its 2018-2022 National Development Plan (PND) that the surface area dedicated to stock-keeping would be doubled from 72 000 hectares. The deforestation goal set in the PND would allow for 650 000 hectares to be deforested. There are also measures announced in the PND to make the withdrawal of forest reserve areas easier.

In view of the EU’s political relations with Colombia through its support for the Peace Agreement and its Free Trade Agreement (FTA) with Colombia, Peru and Ecuador, and in view of the EU’s recent declaration of a climate emergency:

What precautionary measures has the EU taken to ensure that no products are imported from Colombia that originate from any areas that may increase deforestation, such as stock-keeping, agroindustry or mining?

How is the EU ensuring that the EU Trust Fund for Colombia targeting comprehensive rural reform is not being used to implement policies and measures that will increase deforestation?

How is the EU monitoring Colombia’s compliance with the Convention on Biological Diversity and the Kyoto Protocol through its FTA?
