 Subject: Regulation ensuring a level playing field for all operators and forms of gambling

The 2017 Commission decision to drop the infringement proceedings on gambling against Member States has had adverse consequences for societies, consumers, regulators and operators. Besides distorting the level playing field for operators and increasing legal uncertainty, it has left consumers exposed and has exacerbated the risk of gambling addiction.

What does the Commission intend to do to establish a level playing field for all operators and forms of gambling and at the same time guarantee a high level of protection for consumers and minors in the EU?
