Use of funding under the Pre-accession Instrument for Turkey

The European Union has provided Turkey with over 10 billion euros since 2002 through the Instrument for Pre-accession Assistance (IPA), which the aim of that funding being to align Turkey with the European project.
However, the recent crisis triggered by Turkey on the border with Greece aimed at blackmailing the EU by threatening to wave millions of migrants across into Europe shows that Turkey is still light years away from espousing the European cause.
In the light of the above, can the Commission indicate:
- 1.How the aforementioned funds were actually used, what projects were conducted and what tangible results were obtained?
- 2.whether does it not feel, given that the IPA is foundering, that it would be appropriate to suspend both financing for Turkey and any commitment to fast-track its accession to the EU, and to refuse visas to Turkish citizens wishing to cross the border into the EU?
