 Subject: Suspension of crossborder animal transport as a measure against Coronavirus

In the guidelines that the Commission issued on 16 March oncerning border management, it stated that smooth transport of goods (particularly essentials), including food such as animals, was crucial and that Member States must guarantee supply chains for them (1) .

According to reports by the Dutch Food and Consumer Product Safety Authority, however, animal transports are currently being delayed for 12 hours or longer because of border restrictions imposed on account of COVID-19 (2) . It is also not possible for 24-hour resting places for animals to be used everywhere. The Dutch authorities have therefore already imposed restrictions on the transport of animals to Croatia, Romania, Poland and Bulgaria.

1. Does the Commission share the concern that the current border restrictions are prolonging transport times for animal transport and therefore causing infringements (or additional infringements) of Regulation (EC) No 1/2005?

2. Taking its cue from the restrictions on animal transport that have been imposed by the Netherlands, will the Commission temporarily suspend all crossborder animal transport?

3. If not, what action will the Commission take to ensure that, as required by Regulation (EC) No 1/2005, delays during the transport of animals are kept to a minimum, special arrangements are made at border inspection posts to assign priority to animal transport, and adequate facilities are provided for the care of animals if transport is nonetheless delayed?
