 Subject: Commission response to the coronavirus (COVID-19) pandemic

The COVID-19 pandemic has plunged Europe into one of the deepest crises in modern history – one which is severely threatening all sectors of the economy, including agriculture. Member States will require EU support in order to continue to ensure food security.

In this connection:

1. Will the Commission release the agricultural crisis reserve and unused EAFRD funds, and will it agree to launch the interventionary purchase of strategic products for individual Member States (on the milk and beef market in Poland’s case) and subsidies for private storage?

2. Will the Commission activate exceptional support measures under Regulation (EU) No 1308/2013, i.e. aid to farmers on the basis of Articles 219 and 221 and increased EU aid to producer organisations, their associations and recognised inter-branch organisations on the basis of Article 222?

3. Will the Commission grant the Member States more flexibility in the management of EU funds, permitting, inter alia, unused funds from the Rural Development Programme 2014-2020 to be used to rescue operators in the agri-food sector, reduce on-site checks, direct funds towards ensuring that farms remain solvent, increase advance payments and grant them earlier even when checks have not been completed, and suspend the decommitment methodology under the n+3 rule?
