 Subject: EU COVID-19 related measures: the position of non-profit organisations and charities

The EU’s collective response to the financial consequences of COVID-19 comprises three main packages for workers, businesses and countries. Although charities and non-profit organisations play an important role in the economy and in offering jobs to Europeans, it is unclear how this support package applies to them. For instance, the Commission’s proposal for a Council regulation on the establishment of a European instrument for temporary support to mitigate unemployment risks in an emergency (SURE) following the COVID-19 outbreak (1) describes the beneficiaries of this support as ‘firms’.

Can the Commission clarify how the support package to mitigate the financial consequences of the COVID-19 pandemic applies to charities and non-profit organisations?
