Priority question for written answer
to the Commission
Rule 138
Dan-Ștefan Motreanu (PPE)
 Subject: Mobile and seasonal workers

Many EU Member States regularly need seasonal workers, particularly farm workers, generally speaking from Central and Eastern Europe. During the current crisis, their vulnerability, as well as their importance in keeping European citizens fed, has become abundantly clear.

1. It is also clear that current provisions are inadequate and that they may well find themselves in the same difficult situation in September. When will the Commission seek to establish what changes need to be made regarding European social protection framework provisions for seasonal workers, the coordination at European level of national regulatory systems applicable to them and the effectiveness thereof?

2. Will the Commission draw up uniform rules for all Member States to uphold the rights of seasonal workers, laying down minimum standards regarding their living and working conditions, social benefits, safety at work and remuneration, ensuring the necessary degree of transparency and taking into account the particular nature of their employment and working conditions?

3. In order to ensure that their rights are respected, will the Commission draw up the necessary guidelines as soon as possible and introduce a job and seasonal worker traceability mechanism to improve the situation of those concerned, given the possibility of a coronavirus resurgence in the autumn?
