Can the Commission describe in detail the weighting process applied for the award criteria under tender notice 2020/S 070-165869, ‘Development of Tools and Mechanisms for the Integration of ESG Factors into the EU Banking Prudential Framework and into Banks’ Business Strategies and Investment Policies’, including the points awarded to BlackRock Investment Management’s bid and to the other eight applicants under each criterion?

BlackRock made an offer to fulfil the contract at a cost of EUR 280 000, instead of EUR 550 000, which is the cost the Commission specifed in its call for tender. What role did this factor play in the Commission’s selection process?

Has the Commission complied with the EU Ombudsman’s request for information on the award of this contract as part of the investigation launched into a possible conflict of interest?
