 Subject: Strategic rescEU reserve of healthcare resources

The Commission established the rescEU reserve to enable resources to combat the coronavirus to be procured as soon as possible. The main function of the system put in place through the Civil Protection Instrument would have been to get the protective equipment, tests and ventilators needed to fight the COVID-19 pandemic to the Member States concerned as quickly as possible after their rapid procurement. According to the Commission’s announcement on 19 March, the EU was purchasing medical devices and equipment for a total of EUR 50 million for hospitals in the Member States by means of joint procurement procedures. However, it became clear by mid-April that the EU’s procurement system had been unsuccessful. Although it was able to purchase masks, gowns and gloves to arrive within 2–18 weeks, procuring ventilators is taking much longer. In spite of the difficulties, the Member States have been able to procure what was needed; however, nothing purchased under the EU programme has yet arrived.

In the light of the above, I would like to ask the following:

1. Is the Commission not concerned that it has been unable to fulfil its objectives and that not a single ventilator has been obtained under the rescEU programme more than two months after it announced the initiative?

2. Will the Commission be examining the functioning of its protection mechanism in an effort to improve efficiency?
