 Subject: Follow-up questions regarding mass redundancies at the Vredestein tyre plant

We have recently tabled a number of questions regarding mass redundancies at the Vredestein tyre plant in Enschede, partly attributable to the construction of a tyre plant in Hungary by the Apollo Tyres parent company. Not only was the plant built with Hungarian state aid but, according to a report(1) by the ‘Follow the Money’ research platform, a number of other questions need to be answered.

For example, Hungary decided to notify the Commission of the proposed state aid only four days before the entry into force of new rules(2) prohibiting the transfer of production from one plant to another less than two years after subsidised investment. Apollo Tyres is also accused of creative accounting for the purposes of obtaining subsidies, with the result that excessive state aid is being granted.

1. Is the Commission aware of the above report?

2. Is it true that, if the state aid had been notified one week later, authorisation would not have been given for the transfer from one production site to another less than two years after the subsidised investment?

3. Is the Commission accordingly prepared to examine whether Apollo Tyres has fulfilled all necessary conditions for approval of Hungarian state aid and investigate any improper indirect state aid to suppliers?
