 Subject: Anti-corruption reforms in Bulgaria

During recent years, corruption-related problems have become more prominent, with several high-profile cases in different Member States. The mistrust generated by such levels of corruption affects integration policies and has a negative impact on the EU as a whole.

According to many international analyses (e.g those conducted by Transparency International), the level of corruption in Bulgaria is particularly worrying. For example, Bulgaria is the most corrupt Member State according to the 2019 Corruption Perception Index (followed by Hungary and Romania). Moreover, the 2020 European Semester report on Bulgaria was quite critical of the country and highlighted the need for more reforms and a stronger track record in the fight against corruption.

1. How does the Commission assess the current state of play of Bulgaria’s anti-corruption reforms, how will it ensure there is a follow-up on the 2019 Cooperation and Verification Mechanism report and what influence will the results of the latest European Semester report on Bulgaria have on that follow-up?

2. What kind of additional monitoring of Bulgaria is the Commission currently carrying out?

3. What is the legal status of Commission Decision 2006/929/EC?
