 Subject: Reallocation of investment funding to TEN-T completion, thereby stimulating regional recovery in Italy

At a time when swift and effective action is needed in response to the economic crisis currently affecting Italy and other countries, the COVID recovery plans proposed by the Commission to date, such as Next Generation EU or the highly controversial ESM, are failing to provide a clear solution.

In fact, the EU already has a number of development projects in the pipeline, such as the TEN-T, which is to be funded under the 2021-2027 MFF. Transport network development is one of the top priorities for the revitalisation of Italy, given that it would help the South regain lost ground in infrastructural and economic terms and draw closer to the rest of Europe. In view of this:

1. Can the Commission give an estimate of the cost of implementing the TEN-T project in Italy?

2. Does it consider that EU IPA budget appropriations currently earmarked for countries such as Turkey should be reallocated to the TEN-T network with a view to completing it by 2030?

3. How does it intend to encourage the use of TEN-T funding to improve infrastructures in Italian regions regarded by the EU as lagging behind, including existing sections of the network and extending them towards areas such as the Ionian coast of Calabria, Basilicata, Salento and Molise?
