 Subject: Ensuring the deployment of ERTMS

The European Railway Traffic Management System (ERTMS) is the European instrument for rail interoperability along the Trans-European Transport Network (TEN-T) corridors and represents a key element in achieving a competitive rail market and in increasing the safety, capacity and quality performance of rail operations and services.

The Commission has embraced the need to accelerate the deployment of ERTMS by adopting Implementing Regulation (EU) 2017/6, which provides for the mandatory installation of European Train Control System (ETCS) components along the core networks, by establishing ERTMS as a horizontal priority in the Connecting Europe Facility (CEF) Regulation and encouraging research and development through the joint undertaking Shift2Rail.

Although the new Shift2Rail structure will address innovation and the development of new standard settings, and although the new CEF and Next Generation EU may cover the digitalisation of rail transport as a specific horizontal priority, no programme currently exists to ensure trackside and on‑board ERTMS deployment by 2030, the TEN-T completion date.

1. What financial instruments will the Commission use to ensure on-board and trackside deployment of ERTMS?

2. What percentage of the EU rail network will be equipped by 2030?

3. Could a joint undertaking or an agency dedicated to the deployment of ERTMS serve this purpose, and could such an organisation be established and up and running from the beginning of 2021?
