 Subject: Implementation of common fisheries policy and blue growth strategy

For the purposes of the blue growth strategy, it is considered necessary to register marine conservation areas in which measures are being taken to protect fish offspring, in the shallow Aegean fishing waters for example. In this connection, numerous complaints have been received regarding IUU fishing or renewable energy platforms in the international waters of the Aegean situated over six nautical miles from the continental shelf.

Under the common fisheries policy, it is primarily the responsibility of the Member States to investigate and penalise vessels or undertakings engaged in illegal, unreported and unregulated (IUU) fishing activities in their territorial waters. In European territorial waters, common rules on the protection of marine resources must be respected. In international waters, however, matters are more complicated, effectively encouraging IUU fishing activities.

In view of this:

1. Can the Commission say whether action is being taken in cooperation with the Greek authorities to monitor IUU fishing activities in international waters and submit comprehensive reports without delay to the General Fisheries Commission for the Mediterranean? Has it noted any scope for improvements to existing arrangements?

2. Are any plans afoot for a forthcoming meeting between national authorities and fishermen's representatives to discuss the development of specific EMFF mechanisms to monitor IUU fishing activities more effectively?

3. Does it consider that the delimitation of maritime boundaries by the Member States with relation to bays and baselines will facilitate the sustainable implementation of common fisheries rules and help promote blue growth in the immediate future?
