 Subject: The single market: free movement of people and freedom to provide services during the pandemic

The single market and free movement of people within the Schengen area are among the greatest achievements of the EU. The freedom to establish and provide services within the single market is also essential. At the start of the pandemic, borders were closed, which caused severe problems for businesses and people in the EU. Recently, Member States introduced different classifications for zones and quarantine measures for people crossing borders. This has led to significant confusion and uncertainty. As a result of these uncoordinated measures, travel between Member States has become impossible, which is akin to border closures.

1. Does the Commission consider measures, such as Germany’s mandatory 5-day quarantine (which takes effect on 15 October 2020), to be effective enough and necessary to curb the spread of Sars-CoV-2 and to justify the disruption to the freedom to provide services in the single market?

2. Does it intend to take steps to develop a coordinated EU-wide system that will guarantee business travel for the provision of services, travel to cross-border workers and private travel within border regions without quarantine requirements in place?

3. Does it intend to create an accessible one-stop shop to inform people in the EU about the different measures in place across the Member States?
