 Subject: EU mandate to procure vaccines against the SARS-CoV-19 virus

The decision of the Member States to mandate the Commission with negotiating and procuring potential vaccines against the SARS-CoV-19 virus is essentially to be welcomed. In the light of the current inconsistencies regarding the progress of the negotiations, however, there must be maximum transparency in terms of the procedure.

1. Why was the mandate to procure vaccines assigned to the Commission rather than procurement being the responsibility of the individual Member States or the ‘Inclusive Vaccines Alliance’ consisting of France, the Netherlands, Italy and Germany? Did requests by the Commission precede the assignment, as has been reported in the media? If so, what kind of requests were they, when were they made, and by whom?

2. Is it true that contracts between the ‘Inclusive Vaccines Alliance’ and a number of vaccine manufacturers, ready for signature, were in existence in June 2020 for all Member States (according to the Reuters news agency, AstraZeneca announced, on 13 June, the conclusion of a contract for 400 million doses of vaccine with the ‘Inclusive Vaccines Alliance’), and was the Commission aware of this?

3. If so, did the Commission enter into these agreements? Did it build on these agreements in its negotiations? Why were the negotiations not continued? What prices and how many doses of vaccine was the ‘Inclusive Vaccines Alliance’ guaranteed by each of the various vaccine manufacturers?
