 Subject: Fourth type of certificate under the digital green certificate scheme

During the debate with Commissioner Didier Reynders in Parliament’s LIBE Committee on 13 April 2021, I received no answer to the questions I put to the Commissioner regarding the possibility of including in the proposal for a regulation a fourth type of certificate, namely a health certificate issued by a general practitioner to people who are healthy and not infected with COVID-19, but who cannot be vaccinated or tested and who have never had the disease.

Does the Commission not feel that including these three certificates in this proposal for a regulation discriminates against EU citizens with regard to the right to freedom of movement? What happens to those people who cannot be vaccinated for health reasons or who choose not to get vaccinated? Will their right to freedom of movement be restricted on medical or tourism grounds?

Does the Commission not feel that including a fourth type of certificate for healthy people could solve the problem of discrimination in respect of the freedom of movement of EU citizens?
