 Subject: Immediate adoption of a tax on financial speculation by pioneering countries to win climate, employment and health battles

European Parliament resolution P9_TA(2020)0305 supports ‘a financial transaction tax (FTT), which, based on the original Commission proposal [and despite] Brexit [...], could raise up to EUR 57 billion per year’(1).

This resolution shows that the FTT will generate more revenue than the other five planned resources altogether and fulfils three objectives:

it avoids a recession after the recovery plan;

it reimburses the plan and thus make its ratification by national parliaments more likely;

it finances the Green Deal.

For this reason, Parliament calls for the FTT to be introduced from 2024(2), a Commission statement sets the objective of an enhanced cooperation agreement on the FTT by 2022(3), and the Council Presidency proposes a way forward in a note of 12 February(4), discussed in the Council on 24 February 2021.

1. Of the ten Member States of enhanced cooperation, are there those that do not support this Presidency proposal and, if so, which?

2. Will Member States respond positively to the Parliament’s call and will pioneering countries adopt a first version of the FTT at the next meeting of the Economic and Financial Affairs Council?

3. By 2024, will Member States establish a real FTT that generates EUR 50 billion per year?
