 Subject: Commission approval of the National Single Register of the Third Sector (RUNTS)

Following the issue of the Decree of 15 September 2020 from the Ministry of Labour and Social Policies, it seemed as though the National Single Register of the Third Sector (RUNTS) could soon come into effect.

Unfortunately, this cannot happen until the Commission has given its approval, in accordance with Article 101(10) of the Italian Third Sector Code, to the fiscal provisions laid down in Title X of said Code, which are subject to Commission approval.

Without the Commission’s approval, there are doubts as to whether the single register can come into effect. This is a significant operational risk that could impact the entities concerned by the ongoing reform, bringing their work to a halt and blocking the establishment of non-profit social organisations and other social entities.

In the light of the above:

1. Is the Commission aware of this situation?

2. Can it say when it intends to give its approval, bearing in mind that if the single register comes into effect in 2021 without it, this could paralyse the reform yet again?
