to the Commission
Rule 138

Subject: Destruction by Israel of EU-funded property in Palestine

In 2019, 623 Palestinian-owned structures in the occupied West Bank, including East Jerusalem, were demolished or seized by the Israeli authorities. Of the structures targeted, 98 were funded by the EU or the Member States, with a value of EUR 480 625. This trend continued in the first half of 2020, with a further 318 structures seized or destroyed, 38 of which were funded by the EU or the Member States through humanitarian aid (for a total value of EUR 124 725). This represents an almost 40 % increase in financial damages compared with the 36 EU-funded structures demolished during the equivalent period in 2019, which were valued at EUR 89 219.

At the end of 2020, the Commission assessed that Israel had demolished or seized almost 560 structures financed by EU or Member State aid projects since 2015.

1. Can the Commission publish updated and aggregated information for the total number of EU- or Member State-funded structures destroyed and seized by Israel over the years, and the total value of the damage incurred?

2. What actions will the Commission take to prevent such incidents in the future?

3. Will the Commission request financial compensation from Israel for the damage incurred and support the Member States that choose to do so?
