 Subject: Air pollution in Bolzano, Italy

Between 2003 and 2019, in the city of Bolzano in Italy, the limit value for nitrogen dioxide (NO2) was systemically exceeded, in violation of Directive 2008/50/EC on ambient air quality and cleaner air for Europe.

We recall that an infringement procedure (2015/2043) against Italy for exceeding nitrogen oxide (NOx) limits is in progress (Court of Justice Case 573/19). However, the procedure does not take into account the exceedances of NO2 limits in Bolzano, as this data has not been communicated by the Italian authorities to the Commission.

A complaint filed on 11 May 2021 with the Court of Bolzano reported independent measurements of NO2 in areas of the city not otherwise monitored because there are no measuring stations, showing that concentrations in these areas were higher than those reported by the public administration.

In a letter sent in 2021, the President of the Commission noted that the NOx limit laid down in Directive 2008/50/EC is still not being complied with along the A12 Inn Valley motorway.

Does the Commission intend to check that the monitoring systems in use in Bolzano are functioning properly in accordance with Annex III, point B(1) of Directive 2008/50/EC and call for the immediate implementation of measures to reduce NO2 levels to the limits laid down in that Directive?
