Priority question for written answer  P-003642/2021
to the Commission
Rule 138
Luis Garicano (Renew)
Subject: The resources of the European Anti‑Fraud Office in the light of NextGenerationEU

In December 2020, the EU agreed on a financial stimulus of historic proportions, combining a EUR 1.1 trillion multiannual financial framework with NextGenerationEU’s EUR 750 billion allocation in borrowed funds. Aware of this, on 10 June 2021, Parliament called on the Commission ‘to increase the resources of the ECA, the European Anti-Fraud Office and the European Public Prosecutor’s Office to ensure that they have sufficient financial and human resources to scrutinise this unprecedented amount of EU expenditure’.

To this effect, the European Court of Auditors has asked for permission to hire 40 additional auditors in 2022, which will cost EUR 2 273 000 in salaries and EUR 300 000 in missions. The European Public Prosecutor’s Office has also asked for 118 new staff members and EUR 20 683 496 in supplementary funding. The European Anti-Fraud Office’s (OLAF’s) requests for additional resources have not been made public.

As the budgetary authority and in the context of the upcoming negotiations on the 2022 EU budget, we would like to ask the Commission to disclose the following information regarding OLAF:

1. How many additional members of staff has OLAF requested?

2. How much additional funding (for missions, information technology, etc.) has OLAF asked for?
