 Subject: Sending an electoral observation mission to Venezuela

Last July, the EEAS sent an exploratory mission to Venezuela to assess whether the conditions could support the possibility of an Election Observation Mission (EOM) to the regional and local elections scheduled for 21 November 2021.

That exploratory mission remained in the country for three weeks, during which it held meetings with representatives of the public authorities and various political actors.

Subsequently, its members produced a report on the results of their visit and recommendations for sending an EOM. This report has not been made available to the European Parliament.

Finally, on 29 September, we learned of the High Representative’s decision to send an EOM to the Venezuelan elections in November.

1. In order to allow Parliament to exercise its powers of scrutiny, does the VP/HR intend to forward this report to the EP body responsible for election observation?

2. Has it been confirmed that the necessary and appropriate conditions are in place to hold free, transparent, democratic and verifiable elections within the current electoral framework in Venezuela?

3. Can the National Electoral Council (CNE) authorities be trusted, when one of its governing board members is subject to EU sanctions?
