 Subject: Public consultation on the legislation on plants produced by certain new genomic techniques

Based on the findings of its study, the Commission is proposing legislation on plants produced by certain new genomic techniques (NGTs). Between 24 September and 22 October 2021, a public consultation was carried out online. The Greens/EFA and several international food organisations conducted an effective campaign by means of pre-completed forms using the Proca application(1). 70 894 comments were submitted in total(2).

1. Is the Commission aware of the use of automated standard submissions in this public consultation process, specifically via applications such as Proca that allow participants to submit more than one answer to the public consultation feedback page?

2. Does it believe a distorted picture may arise because of the use of standard submissions, and if not, why not?

3. Can it indicate how it will use the results of this campaign in the analysis that will lead to recommendations on legislation for plants produced by NGTs, and how it will ensure that the results are not adversely affected by one-sided responses such as these ones?
