 Subject: Gender trainings for European External Action Service management

On 25 November 2020, the Vice President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) and the Commission published the Gender Action Plan III (GAP III). This joint communication to Parliament and the Council aims to promote gender equality and women’s empowerment in all EU external action.

The associated staff-working document provides a set of objectives and indicators to monitor the progress of the implementation of GAP III.

To meet the objective ‘Gender-responsive leadership enhanced’, action 10.2 of the staff working document provides for trainings for management on gender equality and women’s empowerment and on implementing GAP III, and trainings for staff at all levels at EU headquarters and in EU delegations on women, peace and security, and sexual exploitation and abuse, including sexual harassment. This objective sets out the laudable ambition to lead by example.

1. More than one year into the implementation of GAP III, have the VP/HR, the Secretary-General of the European External Action Service and his three deputies, the Chair of the EU Military Committee and the Director of the EU Intelligence and Situation Centre already participated in any of these trainings?

2. If the answer to the first question is affirmative, what are their key takeaways for the enactment of their respective mandates?
