Since March 2014, the EU has adopted a series of restrictive measures in view of Russia’s actions in Ukraine. EU leaders have also reiterated their determination to increase even further the pressure on Russia, and remain ready to move quickly with further restrictive measures in addition to those already adopted, as stated in the Versailles Declaration of 10 and 11 March.
As stated in the European Council conclusions of 23 and 24 June 2022, work will continue on restrictive measures, including to strengthen implementation and prevent circumvention.
Member States are responsible for the implementation of EU restrictive measures, as well as for identifying breaches and imposing penalties. As guardian of the Treaties, the Commission ensures the uniform implementation of EC law and monitors its enforcement by the Member States.
As for the lessons to be drawn from the experience with the Kimberley Process, this question should be addressed to the Commission, which represents the EU in the Kimberley Process.
