The EU swiftly adopted a package of sanctions against the Russian regime in response to its military aggression against Ukraine.

Regulation (EU) 2022/576 in particular strengthened the framework for sanctions, completely banning the sale of manufactured goods with an ex-factory unit value of over EUR 300.

For contracts concluded before 9 April 2022, this ban will not apply until 10 July 2022.

However, as Russian banks have been cut off from the SWIFT system, many manufacturing companies are unable to receive payment for goods ordered and already delivered or en route, including those with a unit value of EUR 300 or less.

In view of the above and the large sums that European companies need to recover, will the Commission set up a system to ensure that these contracts are indeed fulfilled?
