Šagulje WMC: State Audit Office of Croatia confirms that the devastation of local communities and the environment in Croatia continues to be supported by the Commission and JASPERS

Despite my many warnings[1], meetings, letters and demands, the Commission has failed to implement EU standards (set out in the ‘yellow book’) in Croatian waste management systems planning. Moreover, projects continue to be implemented according to bad standards (set out in the ‘red book’).

In late January 2023[2], the State Audit Office of Croatia[3] confirmed my statements and facts. The completed waste management centres (WMCs) of Kaštijun and Marišćina are a disaster, but that has not prevented the Commission from funding the construction of nine more WMCs following the same bad standards and ignoring previous warnings.

In the case of the Šagulje WMC, the Joint Assistance to Support Projects in European Regions (JASPERS) allowed the project to be carried out contrary to the existing and adopted spatial planning documents for counties and cities. According to these spatial planning documents, cities and municipalities must organise the construction of composting facilities so that collected biological waste can be processed separately at the source. Sorting facilities must also be constructed for useful waste collected at source (such as plastic, glass and paper). The available documentation for the Šagulje WMC states that both biological and useful waste collected at the source will be processed at the WMC location.
