As noted by the Honourable Member, NUTS[1] 2 values used for the greenhouse gas values of crop-based biofuels previously available on the Commission website have been removed.

This is because the values are no longer valid, since the methodology to calculate them has been modified in the directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources (RED II)[2].

In accordance with Article 31(4) of the RED II, the Commission may, by means of implementing acts, decide that reports from Member States or third countries submitted in accordance with Article 31(2) and (3) contain accurate data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of agriculture biomass feedstock produced in the areas included in such reports for the purposes of Article 29(10).

Only values that have been subject to such implementing acts can be used by economic operators and by certifications schemes.

Some Member States and third countries have submitted reports that are being assessed by the Commission. Where no reports have been submitted and no values have been subject to an implementing act, economic operators in the respective areas can, instead of the NUTS 2 values, use either the existing disaggregated default values in Annex V of RED II or actual values, calculated in line with the methodology in part C of the same annex.
