3. Welcome
On behalf of Parliament, the President welcomed members of a delegation from the Knesset - led by Mrs Naomi Blumenthal, Chair of the Delegation for relations with the European Parliament - who had taken their seats in the official gallery.
4. Statement by the President
The President informed the House that two MEPs had been detained the previous week at Havana airport and had been prevented from attending a meeting on promoting civil society in Cuba. Despite the fact that the two Members concerned were not part of an official delegation, the President joined the Council and the Commission in condemning what had occurred. He added that Oswaldo Payá, Sakharov Prize Laureate in 2002, had criticised the meeting in question, denouncing it as harmful to the opposition. Lastly, the President asked Members to find out as much as possible about the meetings they intended to attend.

The British authorities had given notice of the appointment of Sharon Margaret Bowles to replace Christopher Huhne as Member of Parliament with effect from 12.05.2005.
Mercedes Bresso had given notice in writing of her election as President of the Piedmont Region.
Since, pursuant to Article 7(3) of the Act concerning the election of the representatives of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established the vacancy pursuant to Rule 4(4) of its Rules of Procedure.
The Italian authorities had given notice of the appointment of Giovanni Rivera to replace Mercedes Bresso as Member of Parliament with effect from 25.05.2005.
The Italian authorities had given notice of the appointment of Vincenzo Lavarra to replace Ottaviano Del Turco as Member of Parliament with effect from 24.05.2005.
The President reminded the House of the provisions of Rule 3(5).
9. Request for the defence of parliamentary immunity
Mr Andrzej Pęczak, a former Member of the European Parliament, had requested that his immunity and privileges be upheld in the context of legal proceedings against him in Poland.
Pursuant to Rule 6(3), the request had been referred to the committee responsible, the JURI Committee.
10. Agenda
Jaime Mayor Oreja asked that Parliament should condemn the car bombing that had taken place that morning in Madrid, in which no-one had been killed (the President pointed out that the applause for Mr Mayor Oreja's remarks demonstrated Parliament's condemnation of the attack).
The order of business had been established (point 12 du PV du 09.05.2005) and a corrigendum to the agenda had been distributed (PE 357.268/OJ/COR). The following change had been proposed:
