1. Opening of sitting

The sitting opened at 10.05.

Struan Stevenson expressed his disappointment that the President of Parliament had not replied to a letter he had sent on 08.11.2005 concerning a report he had drawn up for the PECH Committee that was currently blocked (the President pointed out that Mr Stevenson would receive a reply as soon as the dispute between the PECH and ENVI Committees had been resolved).


2. Agenda

Following a decision by the Conference of Presidents, the President proposed that the Letta report (A6-0332/2005) and the Hamon report (A6-0022/2006) (Items 44 and 45 on the agenda) be put to the vote at the first part-session in March.

Parliament agreed to the proposal.

4. Transfers of appropriations

The Committee on Budgets had considered the Commission's proposal for transfer of appropriations DEC 01/2006 (C6-0022/2006 - SEC(2005)0070 final).

Having noted the Council's opinion, it had authorised the transfer in full under Article 24(3) of the Financial Regulation of 25 June 2002.

- Evelyne Gebhardt (rapporteur) pointed out that the amendment had not fallen and that it should thus be put to the vote. Martin Schulz spoke in support of the rapporteur.

Parliament rejected the request.

- Evelyne Gebhardt (rapporteur) asked that, should they be adopted, the amendments be taken as additions to Article 3, in line with the compromise agreed by the PPE-DE and PSE Groups.
