The next item was the order of business.

The final draft agenda for the sittings of 11 to 14.12.2006 and 18.12.2006 (PE 381.846 PDOJ) had been distributed. The following changes had been proposed under Rule 132:

Commission request for the application of urgent procedure (Rule 134) in respect of:

Ten proposals for decisions concerning funding for the area of freedom, security and justice (Items 93 and 112-120 on the final draft agenda).

The Council took the view that it was vital for Parliament to give its agreement before the end of the year so that the funding required could be provided. Otherwise, the implementation of the programmes could only begin on 1 January 2007, which would have a very negative impact on the development of the area of freedom, security and justice.

Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.

Sittings of 11.12.2006 to 14.12.2006

Monday

- request from the Verts/ALE Group to make the debate on the report by Friedrich-Wilhelm Graefe zu Baringdorf (A6-0411/2006) (Item 9 on the final draft agenda) the last item on the agenda.

Parliament approved the request.

Tuesday

- request from the PSE Group, backed by the PPE-DE and ALDE Groups, for the report by Erna Hennicot-Schoepges (A6-0435/2006) to be put to the vote without debate.

Parliament approved the request.

The item would be taken during voting time on Wednesday.

The following spoke: Philip Bushill-Matthews, who pointed out a discrepancy between the English and French versions of the final draft agenda as regards the scheduling of Commission Question Time (the President replied that the French version was correct), and Bernd Posselt, on Question Time being cut short.

Wednesday

- request from the ALDE Group, backed by the PPE-DE, PSE, Verts/ALE and UEN Groups, to include in voting time a motion for a resolution on the draft implementing arrangements for Council Directive 85/611/EEC of 20 December 1985, on the coordination of laws, regulations and administrative provisions relating to undertakings for collective investment in transferable securities (UCITS).

Parliament approved the request.

Deadline for tabling amendments: Tuesday, 12.12.2006, noon.

Thursday

Debate on cases of breaches of human rights, democracy and the rule of law (Rule 115)

- request from the PPE-DE Group to replace the item entitled 'Release of the medical staff imprisoned in Libya' (Item 106 on the final draft agenda) with an item entitled 'Myanmar (Burma)'.

The following spoke on the request: Hannes Swoboda, on behalf of the PSE Group, Simon Busuttil, who moved the request, and Hannes Swoboda.

Parliament approved the request.
