Hartmut Nassauer, on behalf of the PPE-DE Group, moved referral back to committee under Rule 168(2). Hannes Swoboda, Charles Tannock, Daniel Cohn-Bendit, Nirj Deva and Neena Gill, Chairwoman of the Delegation for relations with the countries of South Asia and the South Asia Association for Regional Cooperation (SAARC) and Luisa Morgantini each spoke on the request for referral back.

The President read out Rule 90(4), pointing out that it had to be complied with and that as a result he could not agree to the request.
