The President made a statement in which he expressed his delight at the fact that Íngrid Betancourt and 14 other hostages held by the FARC had been liberated by the Colombian army on 2 July 2008. He had passed on Parliament's congratulations to the people, Government and army of Colombia, and called on all terrorist organisations, including the FARC, to lay down their weapons and to release all hostages still captive.

The President welcomed Jean-Pierre Jouyet, the French Minister of State responsible for European affairs, and expressed his satisfaction that the President-in-Office of the Council was present at a Monday sitting for the first time.

4. Composition of Parliament
The Romanian authorities had given notice of the appointment of Flaviu Călin Rus to replace Sorin Frunzăverde as Member of Parliament with effect from 24.06.2008.
Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Flaviu Călin Rus would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Request by the PSE Group to remove from the agenda the debate on the allegation of mass graves in Indian-administered Kashmir (item 76 on the final draft agenda)
The following spoke: Martin Schulz, on behalf of the PSE Group, who moved the request, and Monica Frassoni, on behalf of the Verts/ALE Group.
At the Verts/ALE Group's request, the President announced that the request by the PSE Group would be put to a roll-call vote, and Martin Schulz questioned the admissibility of this procedure (the President replied that the request for a roll-call vote had been made in accordance with the rules and was therefore admissible).
After having briefly suspended the sitting, at the request of Martin Schulz, in order to allow Members to collect their voting cards, the President put the PSE Group's request to amend the agenda to the vote.
Parliament rejected the request by roll-call vote (72 for, 123 against, 5 abstentions).
The order of business was thus established.
