- Prior to the vote on the draft legislative resolution, Tanja Fajon (rapporteur) had read out a joint declaration of the European Parliament and of the Council to be annexed to the text adopted and with regard to which Algirdas Šemeta (Member of the Commission) had set out the position of the Commission (the declaration had been adopted).

- Anna Maria Corazza Bildt had regretted the absence of the Presidency-in-Office of the Council (the President had replied that the Council was free to attend voting time if it so wished).
