17. Composition of Parliament

Following the vote by Parliament and the decision of the Council of the European Union of 9 February 2010 appointing the new European Commission for the period from 10 February 2010 to 31 October 2014, Michel Barnier and Janusz Lewandowski were in a situation of incompatibility as Members of the European Parliament from 10 February 2010, under Article 7(1) of the Act concerning the election of the representatives of the European Parliament by direct universal suffrage.

Parliament took note of this situation and, in accordance with Rules 3(2) and 4(1) and (4) of the Rules of Procedure, established that the seats of Michel Barnier and Janusz Lewandowski had become vacant with effect from 10 February 2010.
