1. Resumption of the session

The sitting opened at 17.05.


2. Statements by the President

The President made a statement in which he paid tribute to the victims of the earthquakes in Turkey, Chile and Haiti, and to the victims of storm Xynthia, which had recently struck France and other European countries.

The President recalled that 11 March 2010 would mark the 20th anniversary of Lithuanian independence and the declaration by the Parliament of Estonia launching the independence process in that country. On 10 March 2010, the 51st anniversary of the popular uprising in Tibet would be celebrated; on that subject, the President calle don the authorities of the People's Republic of China to engage in dialogue with the Tibetan people.

Under Rule 153(3), the President had taken the decision to penalise Nigel Farage for remarks he had made on 24 February 2010 (minutes of 24.2.2010, item 13). The penalty would consist of a forfeiture of entitlement to the daily subsistence allowance for a period of 10 days.

Following a theft suffered by a Member in the proximity of the European Parliament's premises in Brussels, the President announced that, in cooperation with the Commission and the Council, he would enter into talks with the Belgian authorities with a view to creating a security zone around the premises of all the European institutions.


3. Approval of the minutes of the previous sitting

Anne Delvaux, Ulrike Lunacek and Raül Romeva i Rueda had made it known that they had been present at the sitting of 25 February 2010 but that their names were not on the attendance register.

The minutes of the previous sitting were approved.


4. Composition of Parliament

The Polish authorities had given notice of the appointment of Jan Kozlowski to replace Janusz Lewandowski as Member of Parliament with effect from 4 March 2010.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Jan Kozlowski would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


5. Signature of acts adopted under codecision

The President announced that, during the current week, he and the President of the Council would sign the following act adopted under the codecision procedure in accordance with Rule 74:

- Directive of the European Parliament and of the Council on the coordination of certain provisions laid down by law, regulation or administrative action in Member Statesconcerning the provision of audiovisual media services (Audiovisual Media Services Directive) (codified version) (03683/2009/LEX - C7-0066/2010 - 2009/0056(COD))


6. Lapsed written declarations

In accordance with Rule 123(5), written declarations 0061/2009 and 0062/2009 had lapsed as they had not obtained the required number of signatures.


7. Action taken on Parliament's resolutions

The Commission communications on the action it had taken in response to the resolutions adopted by Parliament during the October II, November I and November II 2009 part-sessions were available on the Séance en direct site.


8. Transfers of appropriations

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 01/2010 (N7-0001/2010 - C7-0007/2010 - 2010/2022 (GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 02/2010 (N7-0002/2010 - C7-0008/2010 - 2010/2023 (GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 03/2010 (N7-0003/2010 - C7-0009/2010 - 2010/2024 (GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 05/2010 (N7-0004/2010 - C7-0010/2010 - 2010/2025 (GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 07/2010 (N7-0006/2010 - C7-0026/2010 - 2010/2030 (GBD)).

In accordance with Article 24(4) of the Financial Regulation as interpreted by points 18 to 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 08/2010 (N7-0008/2010 - C7-0037/2010 - 2010/2032 (GBD)).
