The sitting opened at 13.35.

2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3. Announcement by the President

The President referred to the exceptional presence in the Chamber of a team of technicians with a view to making a film that would form part of an exhibition on Parliament's work that was due to open in the near future at the new visitors' centre in Brussels.

4. Composition of committees

The President had received the following requests for appointments from the PPE Group:

AGRI Committee: Sergio Paolo Francesco Silvestris to replace Giovanni La Via

The appointments would be deemed ratified if there were no objections before the approval of these minutes.

7. Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

- Agreement between the European Community and the Republic of Iceland, the Kingdom of Norway, the Swiss Confederation and the Principality of Liechtenstein on supplementary rules in relation to the External Borders Fund for the period 2007 to 2013,

- Agreement between the European Community and the Hashemite Kingdom of Jordan on scientific and technological cooperation.

8. Action taken on Parliament's positions and resolutions

The Commission communication on the action taken on the positions and resolutions adopted by Parliament at the February I and II 2010 part-sessions was available on the Séance en direct site.

9. Order of business

The next item was the order of business.

The final draft agenda for the May I sittings(PE 440.571/PDOJ) had been distributed. In agreement with the political groups, the President proposed the following changes (Rule 140):

Wednesday 5 May 2010

1. The joint debate on the two reports by Íñigo Méndez de Vigo (A7-0115/2010 and A7-0116/2010) on the composition of Parliament (items 18 and 19 on the final draft agenda) would be taken as the first item after the votes.

2. Council and Commission statements on the preparation of the Summit of Heads of State or Government of the euro area of 7 May (without resolution) would be added to the agenda as the second item after the votes, with one round of group speakers only (no 'catch-the-eye').

3. The title of the item 'Council and Commission statements on electric vehicles standardisation' would be changed to:

'Council and Commission statements on electric cars'.

4. The report by Vittorio Prodi (A7-0057/2010) would not be subject of a short presentation (item 45 on the final draft agenda), but would be moved directly to the votes on Thursday.

Thursday 6 May 2010

1. The vote on the report by Vital Moreira on the proposal for a decision of the European Parliament and of the Council providing macro-financial assistance for Ukraine (A7-0058/2010) (item 24 on the final draft agenda) would be postponed to the May II part-session.

2. The vote on the motion for resolution on the draft Commission regulation laying down guidelines relating to inter-transmission system operator compensation and a common regulatory approach to transmission charging (item 51 on the final draft agenda) would be removed from the agenda.

The order of business was thus established.

The President announced that, during a meeting the previous day between the President of the European Parliament Jerzy Buzek and President-in-Office of the Council José Luis Zapatero, an agreement had been reached on the need for a deeper analysis of the decision on discharge concerning the Council. The President therefore proposed that the vote in question be postponed to a subsequent part-session.

The following spoke: Martin Schulz, on behalf of the S&D Group, in favour of the proposal, Bart Staes, on behalf of the Verts/ALE Group, against the proposal, and Ryszard Czarnecki (rapporteur).
