On 2 September 2010, the Committee on Legal Affairs had adopted Bernhard Rapkay's report on the request for the waiver of the immunity of Viktor Uspaskich (A7-0244/2010). The report had been included as the first item on the agenda for that evening under Rule 7(8).

The President was asked to apply the urgent procedure (Rule 142) by Roberta Angelilli, Gianni Pittella and at least 40 other Members, with a view to bringing forward the debate on the case of Sakineh Mohammadi-Ashtiani (Item 143 on the final draft agenda) from Thursday afternoon to Monday.
The following spoke: Gianni Pittella, standing in for Roberta Angelilli, who moved the request, Mario Mauro, in favour of the request, and Hannes Swoboda, who expressed the view that the vote on the text tabled to wind up the debate should be held as soon as possible.
Parliament agreed to the request for urgent procedure. The item was included on the agenda for that day's sitting.
The deadline for tabling motions for resolution was set at Monday, 6 September 2010, 19.00. The deadline for tabling joint motions for resolution was set at Tuesday, 7 September 2010, 12.00.

The President emphasised the importance of the debate on the State of the Union included on the agenda for Tuesday morning (Item 85 on the final draft agenda).
During its meeting of Thursday, 2 September 2010, the Conference of Presidents had put forward proposals concerning arrangements for organising the debate, in order to ensure a high level of attendance by Members in the Chamber. The Bureau would consider these arrangements at its meeting later that evening. The President formally called on Members to take part in the debate.
