4. Statement by the President

The President paid tribute to Angelo Vassallo, the Mayor of Pollica (Italy), who had been murdered by the Camorra, the local mafia, on Sunday, 5 September 2010. The President reiterated Parliament's condemnation of all forms of organised crime.

6. The lack of a transparent process for the Anti-Counterfeiting Trade Agreement (ACTA) and potentially objectionable content - Establishing a European Year of Combating Violence against Women (written declarations)

Written declaration 0012/2010 submitted by Françoise Castex, Zuzana Roithová, Alexander Alvaro and Stavros Lambrinidis on the lack of a transparent process for the Anti-Counterfeiting Trade Agreement (ACTA) and potentially objectionable content (ACAC) had, by 9 September 2010, been signed by the majority of Parliament's component Members. 13. Transfers of appropriations

In accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the Joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 23/2010 (N7-0027/2010 - C7-0152/2010 – 2010/2090(GBD)).

14. Request for the defence of parliamentary immunity

At its sitting of 11 November 2009, the European Parliament had noted a request for the defence of Viktor Uspaskich's parliamentary immunity in connection with judicial proceedings brought by the Lithuanian authorities (see minutes of 11.11.2009, item 5). The request had been referred to the Committee on Legal Affairs under Rule 6(3).

By letter of 8 September 2010, the Chair of the Committee on Legal Affairs had informed the President of Parliament that the request should be deemed to have lapsed, as, at its sitting of 7 September 2010, Parliament had decided to waive Viktor Uspaskich's parliamentary immunity in connection with the judicial proceedings in question (see minutes of 7.9.2010, item 6.6).
