The President made a statement on the recent initiatives taken by the EU to fight the economic crises and a statement on the outcome of the Libyan conflict.
The following spoke: Guy Verhofstadt, on behalf of the ALDE Group, who mentioned a visit to Parliament by the Italian Prime Minister, Silvio Berlusconi, the following day and suggested that he should also meet the ECON Committee, Rebecca Harms, on behalf of the Verts/ALE Group, who supported the suggestion of Guy Verhofstadt, Mario Mauro, on behalf of the PPE Group, and Werner Langen (the President pointed out that this was not an official visit).
The President reminded Parliament of the following day's visit by Bronisław Komorowski, President of the Republic of Poland.
The President announced that Parliament would take part in the UN's International Democracy Day on 15 September 2011.
The President condemned the violence to which Sajjad Karim MEP had been subjected on 2 July 2011 and expressed his support.

3. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.

4. Interpretation of the Rules of Procedure
The President informed Parliament, under Rule 211(3), of the following interpretations of Rules 51 and 192, provided by the Committee on Constitutional Affairs, which had been consulted on the application of these provisions:
Interpretation of Rule 51:
"This Rule can be applied to the procedure leading to a recommendation to approve or reject the conclusion of an international agreement pursuant to Rules 90(5) and 81(1) provided that the conditions set out in it are fulfilled."
Interpretation of Rule 192:
"Non-attached Members do not constitute a political group within the meaning of Rule30 and they cannot therefore designate coordinators, who are the only Members entitled to attend coordinator meetings.
The function of coordinator meetings is to prepare committee decisions and they may not replace committee meetings without explicit delegation. Hence ex-ante delegation is required for decisions taken at coordinator meetings. In the absence of such delegation, coordinators may only adopt recommendations requiring formal ex-post approval by the committee.
In all cases, non-attached Members must be guaranteed access to information, in accordance with the principle of non-discrimination, through the supply of information and the presence of a member of the non-attached Members’ secretariat at coordinator meetings."
If these interpretations were not objected to by a political group or at least 40 Members (Rule 211(4)) prior to adoption of the minutes of the current sitting, they would be deemed to have been adopted. In the event of objections, they would be put to the vote in Parliament.
5. Composition of Parliament
Eva-Britt Svensson had given notice in writing of her resignation as Member of Parliament, with effect from 1 September 2011.
Pursuant to Rule 4(1) and (3), Parliament established the vacancy of her seat starting on this date and would inform the relevant national authorities.

Dirk Sterckx had given notice in writing of his resignation as Member of Parliament, with effect from 7 September 2011.

The relevant Belgian authorities had announced the election of Philippe De Backer as an MEP to replace Dirk Sterckx.
Parliament noted that this would take effect on 7 September 2011.

The relevant Italian authorities had announced, on 19 July 2011, the end of the term of office in Parliament of Luigi de Magistris, pursuant to Article 7(3) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, and his replacement by Andrea Zanoni.
Pursuant to Rule 4(1) and (4), Parliament established the vacancy of the seat of Luigi de Magistris with effect from 19 July 2011 and noted the election of Andrea Zanoni with effect from the same date.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Philippe De Backer and Andrea Zanoni would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
6. Request for the defence of parliamentary immunity
Former Member Luigi de Magistris had submitted a request for his parliamentary immunity to be defended in connection with legal proceedings in progress before the Civil Court of Lamezia Terme.
Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee.

On a proposal from the JURI Committee, Parliament decided to validate the mandates of Tarja Cronberg and Dimitrios Droutsas with effect from 22 June 2011 and of Franck Proust with effect from 23 June 2011.
