5. Welcome

On behalf of Parliament, the President welcomed members of a delegation from the Parliamentary Committee of the European Free Trade Association (EEA/EFTA) and observers from the Swiss Federal Assembly - led by Svein Roald Hansen - who had taken their seats in the distinguished visitors' gallery.

He paid tribute to the Norwegian delegation and the victims of the massacres in Norway on 22 July 2011.

The President announced the opening of a new wi-fi network in Parliament's buildings and thanked and congratulated DG ITEC and Rainer Wieland, Vice-President, who had put the project into effect.

8.1. Draft general budget of the European Union - 2012 financial year (vote)

Draft amendments to the appropriations in Section III of the 2012 draft general budget, concerning the Commission

Draft amendments to Sections I, II, IV, V, VI, VII, VIII and IX of the 2012 draft general budget concerning the European Parliament, Council, Court of Justice, Court of Auditors, Economic and Social Committee, Committee of the Regions, European Ombudsman and European Data Protection Supervisor

Under the Treaties, draft amendments require for adoption the votes of a majority of Parliament's component Members

(The draft amendments adopted are set out in an annex to Texts Adopted.)

Before the vote

Francesca Balzani (general rapporteur on the budget) moved the following technical amendments, which Parliament approved:

'For headings 05 04 05 02 ('Operational technical research') and 05 08 06 ('Enhancing public awareness of the common agricultural policy'), Amendments 1207 and 1206 by the Committee on Budgets as set out in the session documents did not include the modifications to the amounts. They had to be understood and adopted as re-establishing the amounts in the draft budget, i.e.:

+ 2.5 and + 3 million respectively in commitment appropriations and payment appropriations, for heading 05 04 05 02 (Amendment 1207);

and + 1 million in commitment appropriations and in payment appropriations for heading 05 08 06 (Amendment 1206).

Concerning the agencies, the remarks for the budget headings for certain agencies would be technically brought into line so they corresponded to the final amounts adopted.'

During the vote

Miguel Portas, to ask for an inversion of the voting order for Amendments 1241 and 985, and José Manuel Fernandes (co-rapporteur) opposing this request, which was not accepted.

After the vote

Jacek Dominik (President-in-Office of the Council) noted the differences between the Parliament and Council positions and agreed to convene the Conciliation Committee in accordance with Article 314(4)(c) of the Lisbon Treaty.
